Veronica Carter was born in Baltimore, Maryland. She graduated from Frederick Douglas High School in Baltimore, Maryland. She later graduated from Coppin State College and completed Master's work at Coppin. She also attended Morgan State University, Towson State University, University of Baltimore, Virginia State University, and Hampton University.

Sister Carter has an extensive teaching career that spans more than 20 years. She has taught in Baltimore City Public Schools and currently in the Richmond Public School System.

In the seventies Sister Carter joined Bethel AME Church in Baltimore under Reverend John R. Bryant who is now the Presiding Senior Bishop in the AME Church. It was under his anointed voice that she first felt the call to preach. She became a member of Third Street Bethel AME Church in 2000, under Reverend Arthur S. Jones, again that stirring to preach was reinvigorated. Under the pastorate of Reverend Darryl K. Kearney, she was licensed to exhort by Presiding Elder William A. Dyson Sr. and on April 26, 2014, under Third Street Bethel's current pastore, Reverend Reuben J. Boyd Jr., Presiding Elder Quentin White of the Portsmouth/Richmond/Roanoke District issued Sister Carter her license to preach.

Sister Carter is a member of the Delia C. Jackson and the Virginia Conference Women's Missionary Society, the mother of two beloved sons and four darling and interesting grandchildren
